Hi, guys,
I came across the same 503 error "service unavailable."
I updated SA server and forgot to change yum.conf (by adding http_caching=none) and clean the cache (yum clean all)
All of it was in the upgrade instructions so read it carefully. Rollback and proper reconfiguration solved the problem.

I'm using a virtual environment so I rolled back to snapshot. For physical environment there are yum commands: rollback, history and undo.

Our issue was the upgrade did not install the root.war file...unsure why, 5 hour support call with a stumped rep and a couple reinstalls fixed the issue.

Try below two three stpes, its resolved my problem or after this your problem does not resolved then please download a update package or same package and install it.
ls -l /var/lib/jetty7/bin/jetty.sh
chmod +x /var/lib/jetty7/bin/jetty.sh
try to browse SA server Ip address if still same
run
./jetty.sh
