What is the best way to do this? I tried renaming all the collection.settings -> URL = "" to the new path but nothing is showing up in my Collection window.. I'm using NW Investigator 9.8.5.3 Enterprise Edition.

If I get your request correctly, you have physically moved the files from one location to another path on the same machine? If you did this and the settings are modified to point to the new collection location, you will need to re-create them. If you use the same exact name of the collection folder, the software will say "A Directory Already exists in that location. Do you wish to add it as an existing collection?"
Say yes and it should show up. Sorry, the software is not intuitive enough to crawl the directory to self-populate collections.

I'm referring to Local Collections. I've exported some packets in the past year as their own collections and now they are not showing up period.

Thank you fielder! This worked. I also had some historical collections archived that I was able to restore.
