Please see page 13 in RSA NetWitness Investigator 10.6 User Guide for activating the Investigator client. There are no actual licenses as such for Netwitness Investigator. The way it is licensed is by registering per page 16 (Freeware use) or by connecting to a Security Analytics/Netwitness Platform service page 14 (Enterprise use).
