I want to ask from where I can download the VLC ova machine , is there a download center or something like that ?

Yes, that's correct through  accessing your download central portal and it's for free and no license is required for it.

You can download it from https://download.rsasecurity.com. If you do not have access to this site you will need to rewquest access at support@rsa.com. If you do have access but do not see it in your account you can submit a request at support@rsa.com to have it added to your account.
