I'm not looking for the technical explanation but for the high level one.
These two upgrades are of the same version "type" and there is no consistency. What should we expect in the future?

11.1.0.2 was primarily released to support new RSA appliance and storage options that are coming to market. As you can see, there are only 3 fixes in the release, (*the rest of this is my opinion and in no way official RSA canon*) and they are relatively minor issues that most customers won't encounter. There is no reason for most customers to install this release, and if they do procure new gear, someone from RSA will be engaged to advise them.
*Again, that last piece is 100% my take based on what I see, but it seems pretty logical.

Thanks Sean, I appreciate your opinion. However I'm trying to understand the non-logical things here:)
Regardless of what's inside the package, it is still an official release and all customers have been notified about it. As such it should be treated like any other upgrade and follow the regular "release process". Even if a patch isn't critical, this should not dictate how the patch is uploaded/installed. At the end of the day, this is an upgrade and not a hotfix.
Why RSA is occasionally making the process more and more manual and difficult and not sticking to their own release process?
