ECAT server crashes with the attempt to download [FLOATING_CODE] file.

Issue

When trying to download a 0 byte [FLOATING_CODE] file from ECAT server UI, it crashes with the following error.

An Exception Occurred
System.Exception: LoadDataThreadProc--->
System.Data.SqlClient.SqlException:Procedure or fuction
'usp_InsertMachineCommnad' expects parameter '@Type', which was not
supplied.
...

Cause

[FLOATING_CODE] files are not meant to be downloaded and a download attempt will crash the server.

Resolution

The bug will be fixed in 4.0 Patch 2. Download to server option is not available now.
