Issue

The rngd service fails to start when booting an appliance with FIPS enabled.

The warning message below is displayed. 

Maybe RNG device modules are not loaded

Resolution

Puppet doesn't configure RNG until FIPS is turned on.  This is because FIPS has a dependency on it.
