Issue
An aggregate usage report is generated whenever one service is attached to a license and "All" is selected while exporting usage stats.
For any license type (All/Metered/Service-based), the aggregate PDF/CSV file should get generated only when there is more than one service listed under any license type.
Resolution
This issue is currently being investigated by the Engineering team in order to resolve it in a future release.
