I am going to upgrade our NW 11 deployment, so looking at the upgrade documentation. It looks like the system without a Web access can only be upgraded manually host by host.
I have uploaded an upgrade package and initialised a local repo but it does not seem to be available in the UI. Am I missing something?
I am upgrading over 50 core hosts NW 11.0 -> 11.1.0.0 -> 11.1.0.1, so it is highly laborious and inefficient to run manually the upgrade cli over 100 times, especially the upgrade takes quite a while for every host. Of course, I can script this but I do not want to believe the upgrade process was designed this way.

Maxim,
I am sorry at this time, since you are performing the upgrade in offline mode there is no other way to do it except via the CLI as per the upgrade instructions. It wasn't specifically designed to be this way for the long term but was in the short term. The back end process for upgrades was significantly changed in NW 11.x from 10.x. so the short term solution for offline upgrades is only the CLI.
I have checked with Engineering and UI support of offline upgrades is currently being worked on but may still be a few releases out. There was only a tentative release mentioned which I cannot provide at this time.

What is the long term design? Is there a roadmap were this process could be different in the next releases?
