My node0 admin server VM has been through a lot of upgrades over time and there are few things that are starting to fail intermittently, reports not running, dashboards not generates, CH failing.
I'm wondering if it's possible to deploy a new node0 VM and retire this old one?

Yes, there are a couple of ways you could do it. If you are running 11.5+ the warm standby will be the easiest.
Build a New VM with the ISO, and configure it as a warm standby. (make sure it has enough resources allocated, newer versions require more memory be allocated than some of the older versions)
Follow the instructions in the deployment guide to configure, sync and swing your deployment over to the new server, making it the active server.
Or you could just do a backup with NRT, and build the new VM, copy the backup file to it, then run nwsetup-tui in recovery mode to build the new server. Follow the backup/restore processes in the Recovery tool guide
