One of our very loyal and helpful customer's pointed this issue out to me today. He uses rest to monitor his environment and the api was going up and down constantly. He initially thought a port was being blocked so he did some research and found that the windows servers were updated this weekend with KB 3161608. The customer did the following to resolve this issue.
1. Remove the KB
2. Reboot the server
--Updated
Customer was getting the following error:
[Rest] [warning] SSL handshake failed on port 50105 (decryption failed or bad record mac) from 10.x.x.x:51270
