If you did not use Incident Management in 10.6.4.x, you cannot view the 10.6.4.x ESA alerts in the 11.0 Respond component without running a migration script. Use the ESA Alert Migration script to migrate these alerts to the location in 11.0 that will allow Respond to view them.
