The VLC is its own virtual appliance image, totally different from and not related to the Virtual Log Decoder. It is only used to forward logs from a VLC to a Log Decoder.
You need to download it from https://download.rsasecurity.com/ - even though it is free, you still need to have that entitled.

from where we can get this Virtual log collector and this install-able ISO. regarding this i talked to rsa and they told us u can find on SCOL account but still i am not able to find any Component(SA, Concentrator, decoder , broker) ISO.

you need to download from https://download.rsasecurity.com/, not SCOL. And you need to have valid license.
If you have install-able ISO, you can build your own VLC by installation the rpms.(I don't think support will support this).
