WinRM Diagnostic Tool - User not found

I'm running the WinRM diagnostic tool that I downloaded from here, to enable a WMI remote event source on a Windows domain controller.

I'm running this syntax:

> .\winrmconfig.ps1 -action enable -user log_collect@example.com

I'm getting the following error. 

"User log_collect@example.com was not found, cannot continue"

The weird part is that everything else appears to work correctly.

Has anyone seen this before.
