You can only restore an Authentication Manager backup to the same version. This prevents users from deploying the latest version of AM in their Dev/Test Environment and restoring the current Production database to Dev/Test, they have to deploy the same version as Prod in Dev/Test, then patch up, one version at a time.
This limit also prevents customers with older AM 8.x deployments from upgrading quickly, by Deploying a new Primary at the latest version, restoring the Production database from an earlier AM version, then deploying new replicas and web tiers. Customers with older versions of AM must update their Production Primary and Replicas, one version at a time.
