Hi Akshay,
The reason you are unable to access that page is because it is within the restricted RSA Archer Customer/Partner Community" data-type="space and when you registered for your RSA Link account you did not select the "I am an RSA Customer or Partner" option which grants access.
I was able to provide you with access to the community so that you can access the document, but in order to access all of the RSA Archer content that you need you will want to update your account to indicate that you are a customer. This can be done by following the instructions here: https://community.rsa.com/docs/DOC-77654
