There may be situations where people may not receive ODA (On-Demand Authentication) token code via text message in certain countries thus affecting their login. We can verify that the messages go out from the RSA to the provider but we do not have the ability to track the messages after they have been sent which is a kind of imperfect science. But once the messages are out from our end, they are out! So, the situation of customers/users not receiving messages would actually depend on number of factors and situations such as:-

Resolution: The viable way/method to by pass this stuff and login is to use the Security Questions way for logging in failing which you would not be able to authenitcate.
