Please review 000034625 - Why am I getting an "Unauthorized" error when attempting to access pr product page or content on RSA Link?

Once you get access, the winrmconfig.ps1 script can be found on the RSA NetWitness Event Source Additional Downloads page (WinRM Diagnostic Tool).
